Can I buy a car without a full Driver's licence in the state of Missouri? - missouri state drivers licence renewal period
It seems a silly question, right? I am 22, but I have full license to allow a driver. Could they buy a car from a dealer, insurance and register the car only with a permit?

In theory, at his age, with a decent credit, you may be able to finance a car without a problem - or pay in cash, of course, pure and simple. As in his name with the title, even without a problem. But the insurance and registration costs, it will not happen. Both require a valid driver's license, no license.

Yes, it must be a dealer and request a copy of the license during the checkout process.
Age and credit themselves. that's all that mater .. good work if you pay by cash
